The bottleneck was always coordination — tracking down a comment response, finding the right plan set version, waiting on a review that nobody could confirm had even started.
The tools that existed were built for construction, or so generic they added process without reducing friction. Nothing was purpose-built for the design and entitlement phase — the phase where projects are won or lost before a single shovel hits the ground.
